VENOM's DLC releases for this game get flagged as unofficial because they are custom unlockers.
Both actually use the same title ID and the only relevant change is that the group's usual watermark in the PublicData NCA's RomFS was renamed to keyfile.dat. As a result, the first NSP likely only enables unlocking the

via the in-game menu, while the second one also makes the actual expansion available, though I currently do not have the time (or desire) to confirm it myself.

In case this sounds familiar, the same happened with the previous Pokémon game (see the explanation spoiler), except that those releases still remain unfixed by the scene.
Ironically, VENOM (mostly) got it right the first time with Sword/Shield, let "SUXXORS" drop the ball with Scarlet/Violet and now repeated their mistake then took two months to correct it, hence my previous comment. For reference, the signed DLC NSP (with an empty key file) has been available via P2P since launch...
