Unless the DLC NSP contains actual data (e.g.
The_Legend_of_Zelda_Breath_of_the_Wild_Expansion_Pass_DLC_NSW-SUXXORS) or at least dummy files with specific names, that the executable presumably checks for (e.g.
Mortal_Kombat_1_v1.14.0_DLC_Unlocker_NSW-VENOM), you can create a custom NSP with the correct title ID to unlock the
on-disk in-patch DLC. Think of Steam emulators for PC games where you just need to add the correct DLC ID(s) to unlock the content, if the developers failed to put the actual files in a separate depot from the main game.
This custom DLC unlocker will fail signature checks for obvious reasons but it has been tested successfully with the two scene releases linked above in Yuzu and on hardware.

(dump these yourself or just get them online).
Too bad the game is trash though.
